Institutional Exit and Practical Autonomy: U.S. Withdrawal from WHO and the Option Value of Global Health Institutions
This paper argues that evaluating state autonomy requires a function-level analysis of international organizations rather than a binary view of membership, demonstrating through the U.S. withdrawal from the WHO that exiting an institution can paradoxically reduce practical autonomy by forfeiting valuable technical options and increasing operational costs.
